Position Summary: Provides varied and complex management and/or operational analysis, reports and recommendations in support of business/departmental programs. Performs various evaluations, controls, and calculations to produce, support and maintain data system integrity and utilization. Integrates and complies data into quantifiable summaries, models, and forecasts for development, review, and approval of issue action plans. Develops recommendations for actions based on analysis. Applies best practices and in-depth GIS knowledge to solve complex problems and improve products and services.
Perform GIS statistical or operational analysis on assigned project in order to identify trends, variances, and data gaps.
Produce summary analysis and presents to department or executive leadership.
Take action in a self-directed manner to identify issues and make recommendations to department leadership.
Audit GIS processes, department data, and reports.
Collect and organize operational, financial, economic, and/or contractual data from diverse data sources and performs related analysis and makes recommendations to department leadership.
Produce and maintain data specific to GIS projects/programs/processes.
Ensures procedures, data sources, analysis methods, protocols, and report generation are documented and maintained.
Collaborate with department management and recommend specific actions in response to analysis; follow-up on recommended action plans.
Analyze performance metrics and assures they are visible and well understood.
Serve as a source of expertise on reporting systems and data sources.
Perform financial, statistical, or operational analysis on assigned projects in order to identify trends, variances, and data gaps.
May provide guidance and work leadership for day to day GIS activities and projects.
Bachelor's Degree in geography, computer science, earth science, or related field combined with two (2) years' of GIS analytics related experience OR Associate's Degree geography, computer science, earth science, or related field and four (4) years GIS analytics related experience.
Valid State Driver's License.

Intermediate skills in Microsoft applications.
Advanced skills in GIS (ESRI, GRASS, MapInfo, etc.) applications.
Demonstrated understanding of GIS data management.
Ability to synthesize, analyze, and summarize data using intermediate GIS theories, principles, and concepts.
Ability to communicate effectively in speech and writing with members at all levels throughout the organization and outside professionals.
Ability to identify moderate to complex issues and apply creative solutions and make recommendations to solve complex problems.
Ability to work within stringent deadlines.
Working knowledge in database and reporting software (SAP, MS Access DB, Business Objects, SQL, SAS, etc.).
Ability to perform computer modeling on various systems.
Intermediate knowledge of spatial and statistical analysis techniques.
Self-motivated with the ability to work with minimal supervision. In depth knowledge and experience in relevant GIS processes.
Strong organizational and time management skills.
Knowledge of the organization, processes, and customers.
Ability to manage multiple tasks with shifting priorities.

Primary work in office environment.
